Responsibilities

Our newest opportunity is for talented Public Transportation Specialists, seconded to our Client from government sector in Doha, Qatar, in the following field of expertise:

  1. Public Transport Project Specialist
  2. Mapping Planning Specialist 
  3. Road Transport Planning Specialist
  4. Railway Specialist (Safety Permits, Certificates and Monitoring)
  5. Public Transport Network Marketing Specialist (Sila System, Promotion, and Public Engagement)
  6. Financial Specialist (Electronic Payments and Financial Settlement)
  7. Contracts and Agreements Specialist

 

Please see below responsibilities for the above mentioned positions respectively:

 

1. Public Transport Project Specialist

You will be a Civil Engineer specializing in transportation systems and public transport network planning.

  • Provide technical support for transport projects by conducting technical and analytical studies, including preparing specifications, policies, and regulations required for public transport projects.
  • Study and provide technical advice on matters from the department manager, and assess the economic feasibility of department-specific projects.
  • Design public transport networks, identify the best options for use in public transport networks, and work on improving these networks by continuously analyzing transport data and updating them continuously.
  • Experience in planning and implementing projects related to the strategy for transitioning to clean energy in transport and public transport, and providing the necessary technical support on related topics.

2. Mapping Planning Specialist

You will be an engineer specializing in the planning and development of engineering maps for public transport networks with experience in coordinating with technical staff in the department to prepare engineering drawings for preliminary designs using CAD systems according to local specifications.

  • Convert drawings and linear designs into electronic formats using CAD.
  • Review and prepare design packages on CAD systems, including plans for improving public transport services.
  • Work as part of a team of specialists with consulting firms involved in preparing the necessary studies for the department.
  • Prepare technical reports, correspondence, and presentations related to the department's work and discuss them with relevant stakeholders at the ministry.

3. Road Transport Planning Specialist

You will be a transport planning engineer with experience in transport planning and the use of the strategic traffic model for the State of Qatar.

  • Take responsibility for updating the traffic model for the State of Qatar, which includes the road network and public transport network, on a regular basis to ensure the availability of a high-performance technical tool.
  • Use the model to prepare preliminary plans and schedule them based on priority and the management's requirements.
  • Use the strategic traffic model to prepare traffic policies such as integrated public transport and transportation demand management procedures.
  • Manage public transport network projects and assist in preparing reference terms for the development of public transport projects.

 

4. Railway Specialist (Safety Permits, Certificates, and Monitoring)

You will be a Civil Engineer having previous experience in railway and public transport licensing processes.

 

  • Develop strategic plans related to railway safety requirements.
  • Manage railway projects and coordinate with the railway company (Rail) to ensure compliance with safety and security standards in monitoring and executing these projects.
  • Audit, monitor, and test the quality of deliverables, both actual and documentation, and designs submitted by operators or contractors, providing technical feedback.
  • Prepare monthly technical reports and attend meetings with strategic partners regarding relevant activities and tasks, ensuring alignment with the country’s integrated transport policy.
  • Study issues raised by the Director of the Department, provide technical opinions, and assess the economic feasibility of the department’s projects.

 

5. Public Transport Network Marketing Specialist (Sila System, Promotion, and Public Engagement)

You will be responsible for promoting public transport.

  • Manage and implement plans that encourage the use of public transportation.
  • Run an intensive marketing campaign to highlight the advantages of using public transport and its environmental and community benefits.
  • Operate the Sila Public Transport Operations Center in terms of marketing, promotion, and public engagement.
  • Manage trip planning applications and route determination.
  • Manage the marketing and promotion of the Sila system.
  • Manage social media operations for the Sila program. 

 

6. Financial Specialist (Electronic Payments and Financial Settlement)

You will be responsible for reviewing financial matters, budgets, and related reports submitted by relevant parties and operators of public transport services, including Qatar Rail and Karwa.

  • Define the design and framework for financial and accounting operations and establish a general plan for financial settlement processes.
  • Execute electronic payment and financial settlement operations.
  • Resolve financial discrepancies and any differences in financial accounts between parties.
  • Prepare reports related to budgets for public transport projects and services.
  • Review, audit, and approve financial reports and budgets.

 

7. Contracts and Agreements Specialist

You will review contracts, agreements, memoranda of understanding, and documents received from external parties, understand and analyze them, inform the Project Manager, and include them in the project file.

  • Archive and store all legal documents.
  • Schedule expiration dates, renewals, and deadlines, and notify relevant parties periodically.
  • Serve as a liaison between the Legal Affairs Department and the Public Transport Affairs Department.
  • Review tenders and project scopes, providing feedback on them.
  • Review all work acceptance documents before presenting them to the Director of the Department.
  • Receive, analyze, and provide opinions on all legal matters, complaints and contractual disputes referred/ submitted to the department.
  • Communicate with public and private sector institutions to collect data and prioritize issues related to public transport projects.

 

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include minimum 10 years’ experience partnered with Master's or Bachelor's in Civil Engineering and/or Transport Planning.
