Responsibilities

Our newest opportunity is for a talented Executive Director PMCM Services to join our award-winning team based in Riyadh. This position is responsible for multiple teams and projects across the allocated region, overseeing all of the construction management, construction supervision and quality management within the PMI Division and will play an instrumental role in winning new projects and developing new business contacts as well as harnessing existing client relationships.

 

We envisage success in this role to include;

 

  • Responsible for the Division’s business unit in KSA, and carrying out the full range of KEO PMCM/CS services in in accordance with KEO procedures and practices. 
  • Encourages and demonstrates by example the establishment and maintenance of a harmonious and productive work environment. Where necessary, however, to implement disciplinary action in accordance with KEO policy and procedure. 
  • Develops a cohesive strategy for the growth of PMCM/CS Services.
  • Responsible for business development and opportunity creation, tendering and work winning, with the dual objectives of significantly increasing Divisional market share year on year within each country in the area of geographic coverage, as well as raising profitability above Divisional annual minimum target levels (through revenue opportunity, improved working efficiency and containing business costs). 
  • Ensures prompt payment of accounts owed to KEO in accordance with Contract terms and conditions. Progresses overdue payments as a priority. 
  • Ensures effective and efficient administration of project accounts and management of internal job costing, in relation to the fee and service and resource requirements.
  • Establishes and maintains close contact on a regular basis with Clients with the dual objectives of addressing any Client concerns and to secure repeat business by ensuring the quality and timeliness of service delivery. 
  • Ensures the implementation of Divisional Health & Safety policy and procedures. 
  • Ensures the implementation of Divisional QA/QC policy and procedures. 
  • Creates a culture of compliance in relation to KEO internal processes and procedures.
  • Provides reports (internal and external) in accordance with Divisional requirements. 
  • Provides leadership, guidance and advice to the project teams with the view to improving efficiency and effectiveness within the division.
  • Promotes and fosters a strong team culture with open and transparent communication. 
  • Maintains a close working relationship with the Divisional Director’s who are responsible for the execution of other KEO services within the area of geographic coverage. 
  • Liaises with Divisional peers on matters of common interest including service delivery improvements, staff transfers/relocation, market intelligence, potential business development opportunities for KEO outside the area of geographic coverage, etc. 
  • Liaises with Divisional heads of support service departments to ensure consistency of PMCM/CS Service across the whole of the Division. 
  • Liaises with KEO service departments and with other KEO Divisions, as necessary. 
  • Oversees the development and implementation of the project management plan (PMP), communication and control procedures and systems of the various PMCM/CS teams. 
  • Reviews the development and maintenance of project specific risk management plans. 
  • Ensures all works are conducted with quality assurance protocols. 
  • Attends and chairs project meetings where necessary. 
  • Manages preparation of progress reports for clients and senior management. 
  • Identifies and resolves issues, including management, technical or administrative, to ensure that the project objectives are achieved. 

Additional Responsibilities:

  • Recruits senior staff resources for Division. 
  • Assist with the preparation of proposals for PMCM/CS services and review fee proposals as necessary. 
  • Supporting the Leadership Team in managing and overseeing the executing construction-related parts of the project within time, budgetary and design specific constraints 
  • leading the management, scheduling, coordination, monitoring and execution of rail specific sections such as railroad tracks, signals, bridges, tunnels, communications infrastructure, passenger stations, parking structures, depots and maintenance facilities 
  • Actively assembling field offices consisting of multi-disciplinary teams of Civil and Systems Engineers and identifying Resident Engineer teams to oversee the construction, inspection and verification of the contractor activities 
  • Providing strategic oversight and direction to the on-site technical, multi-disciplined construction staff responsible for site supervision on this design-build project 
  • Leading the construction team through site mobilization, execution, and demobilization activities to ensure the orderly, efficient, and timely completion of the project scope in accordance with contractual requirements. 
  • Representing the CM team at coordination meetings with the client and liaising with various project entities, third parties and stakeholders 
  • Working with the HSE Team to ensure Contractor’s compliance with Health & Safety, Quality and Environmental Plans, and regulatory requirements applicable to the Project.  

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 20+ years work experience partnered with a Bachelor Degree in Engineering.

 

Membership of a Professional Engineering or Project / Construction Management Society or other recognised body is desirable. Certification(s) in PMP (Project Management Professional) preferred.
